There are currently no restrictions on how many characters you may create. This means, you can have as many as you want!
However, you must actively role-play with all of them; don't create a character and then just abandon them!
Also, try to keep a good balance. There shouldn't be an overload of females characters and one or two males, just as werewolves shouldn't massively outnumber weredogs.
